Decodes one record of BARRIER_STATE_TOPIC into a cut.

The result is None for a record that carries no cut: a group definition, an injection start, and a tombstone of any kind.

Errors

Returns StreamsClientError::BarrierFormat when the key or the value does not match the frozen layout. The part field names which of the two failed.
