Decodes the frozen container bytes back into a task snapshot.

Returns StreamsClientError::Snapshot when the version is not SNAPSHOT_CONTAINER_VERSION, when a length runs past the end of the buffer, when a name is not UTF-8, or when bytes remain after the last entry.
