Default producer-ID initialization retry timeout.
The same timeout limits the retries of a transaction coordinator request:
AddPartitionsToTxn, and an EndTxn whose outcome a transport failure hid.
It also limits the FindCoordinator retries of each of them, and bounds the
lookup and InitProducerId of init_transactions together.
