Function fetch_partition_with_isolation

Like fetch_partition, but lets the caller set the Kafka Fetch.isolation_level (0 = READ_UNCOMMITTED, 1 = READ_COMMITTED).

READ_COMMITTED restricts the result to records below the last stable offset and excludes records from aborted transactions. Exactly-once changelog restore needs this so that aborted writes are not replayed.
