The replication factor that the transport gives the coordination topic when it creates it.
The design of the coordination client asks an operator for
min.insync.replicas >= 2, and three replicas leave room for one broker to
fail. A single-broker cluster rejects this factor, so a development cluster
needs a lower one on the builder.
