KIP-113 admin RPCs: AlterReplicaLogDirs (api_key 34) and
DescribeLogDirs (api_key 35).
Both act only on the broker that receives the request. As Kafka’s
KafkaAdminClient.describeLogDirs and alterReplicaLogDirs do, the admin
client finds each broker by id in the metadata and sends one request to
each broker (ConstantNodeIdProvider). A broker that fails gives an error
for that broker only.
