Seed the restored broker’s local RLMM cache while resetting its Kafka cursors for the new __remote_log_metadata topic.

§Errors

Returns RestoreError when the source snapshot cannot be read, its authenticated chain tips cannot be established, or the target snapshot cannot be written.
