Encodes a FetchSnapshot response body (api 59) at version, as Kafka’s RaftUtil.singletonFetchSnapshotResponse builds it.

partition None is Kafka’s bare top-level error response, FetchSnapshotResponse.withTopLevelError. Otherwise NodeEndpoints names the leader when the leader and its endpoint are known.
