Expand every fault plan of contract into its occurrences, in start order.
§Errors
Returns every pair of occurrences that overlap (counting each one’s recovery deadlines), and every plan whose first occurrence would still be running or recovering inside the settle window. A later occurrence that would do so is not an error: the plan’s repeats stop before it.
