The recoveries fault is judged on when it landed on a broker with role.
They are the recoveries that its plan names. A fault that moves leadership
away from the active controller (role is controller) also needs a
controller failover, whatever the plan’s target selector said. The executor
calls this with the role it recorded, so that it measures the same
recoveries that the judge checks.
