Renders a self-contained Plotly HTML report from every run in input_dir.

The report holds bar charts and averaged time-series. This function delegates the aggregation to crate::aggregate and the figure building to crate::graph.

Errors

Returns an error when input data is invalid, required I/O fails, or the destination rejects the generated report or audit event.
