For each (cell, stack, metric), averages the per-interval samples across
all runs at each shared time offset.
A ragged run that ended early gives fewer points to the tail offsets.
TsPoint::n records how many runs backed each averaged point.
The cell is a CellKey, so two runs of one scenario at different
partition counts stay in separate series.
