Gateway-side ACL snapshot: a flat Vec<AclEntry> from describe_acls.
The snapshot implements AclSource with EXACTLY the broker’s matching
semantics. It indexes the entries once, when the snapshot is built, so a
lookup neither allocates nor scans entries of other resources: a LITERAL
name and the * wildcard are hash lookups, and the PREFIXED entries that
apply to a name are found by probing each distinct stored prefix length.
